The Thematic Meeting "Hybrid Warfare - a Dilemma of the Concept of Contemporary Conflicts" was held at The Strategic Research Institute
- The project "Hybrid Warfare - Experience and Perspectives" was launched at the beginning of 2017 with the aim of understanding how the process of globalization, technical and technological development and, in particular, the information revolution, influenced changes in the field of warfare. As a consequence of these effects, it is noted that regular military forces are losing the previous exclusivity in conducting the war, and that conventional military force is becoming less effective against the non-traditional way of conducting the war. Therefore, the questions who lead the war, where the war is led, and what war's goals are, are increasingly occupying the attention of military and academic circles at the beginning of the 21st century, and, consequently, the traditional classical theory of war is subjected to serious criticism and re-examination. "Hybrid Warfare" is one of the terms used in the last few decades to explain the characteristics of modern armed conflicts, and the task of the Institute is to uncover the existing conceptual ambiguities of the phenomenon of "hybrid warfare" and the modern war in general through a critical, objective and scientific approach, said director Šaranović.
After the director, the project leader, Colonel Nebojša Nikolić PhD, addressed to the meeting. He pointed out, in more detail, the objectives of the project, its implementation phase, previous results, and emphasized the intention of the Institute to organize an international scientific conference on the topic of „hybrid warfare“ at the end of next year. Colonel Dejan Vuletić and Colonel Miroslav Mitrovic, who were moderators during the meeting, also addressed to the participants.
The thematic meeting was attended by over 30 participants who came from different parts of the defense system, faculties of the University of Belgrade and domestic scientific institutes. It was organized through three thematic units and 15 exhibitors presented their works which will be published in the proceedings next year.
Presenting the conclusions from the meeting, the director Šaranović emphasized that the views expressed were more than useful in defining the research problem framework and further directions of the realization of the Institute's project. She thanked all participants and invited them to further cooperation.

Although you are surely already present, I will repeat that a section "Hybrid Warfare" has been launched in the Military Science Magazine "Vojno delo", which is open to the articles of all our associates on the project. I expect your further engagement and contribution to our common goal, which is to unveil all the unknowns that are related to the phenomenon of "hybrid warfare." I am convinced that our own domestic knowledge and experience can provide a significant professional and scientific contribution in this regard, at the global level.
