Assumptions of the Optimal Implementation of the Total Defence Concept in the Republic of Serbia (Ongoing)
The research project “Assumptions of the Optimal Implementation of the Total Defence Concept in the Republic of Serbia”, conducted by the Institute for Strategic Research, is being implemented to precisely define the necessary mechanisms, measures, and instruments for the optimal implementation of the total defence concept in the Republic of Serbia, as well as overcoming practical obstacles to its effective implementation.
The concept of total defence represents a strategic framework for state action aimed at protecting and achieving its defence interests. It is based on a comprehensive response of the defence system to complex threats emerging from the strategic environment, both military and non-military in nature, in times of war as well as in periods of peace. The concept is implemented primarily through reliance on the state’s own forces and resources.
Since, according to the highest strategic documents of the Republic of Serbia — the National Security Strategy and the Defence Strategy — the defence of our country is based on the concept of total defence, it is of paramount national importance that this concept be implemented optimally, taking into account all the specific characteristics of the Republic of Serbia, its immediate environment, and the most important contemporary global developments.
The fundamental objective of the project is reflected not only in the identification, scientific description, and explanation of all factors of particular importance for the formulation and implementation of the total defence concept, in accordance with available means and capabilities, as well as the specific characteristics of the strategic environment of the Republic of Serbia, but also in generating scientific knowledge that could, in the form of guidelines, assist decision-makers in the processes of decision-making and action within the defence system for the purpose of protecting and achieving the defence interests of the Republic of Serbia.
As such, the generated scientific knowledge will serve as a starting point for the development of strategic and doctrinal documents of the Republic of Serbia in the field of defence, as well as in the broader field of national security. Furthermore, the scientific knowledge produced through the project’s research will contribute to the modification and adaptation of certain spheres of society that are of vital importance for the successful implementation of the total defence concept and for the needs of the defence system.
