Biography:

Milan S. Milutinović has been employed at the Strategic Research Institute from 2009 to 2015 and from 2023 onwards. In addition to the mentioned roles, he worked at the Assembly of the State Union of Serbia and Montenegro (2004-2006), Office of the Minister of Defence (2006-2009), as the advisor to the Assistant Minister for Defence Policy (2012-2014) and as the Head of the European Integration Group in the Directorate for European Integration and Project Management, within the Defence Policy Sector (2015-2023). During 2021, he led the Directorate of European Integration and Project Management, under the authorization of the Minister of Defence. He graduated from the Department for History of Yugoslavia, Faculty of Philosophy, University of Belgrade, with a thesis titled "Learning History in the Kingdom of Yugoslavia (1929-1941)." He completed his Master's studies at the Faculty of Security Studies, University of Belgrade, defending a final paper on the topic "The Common Security and Defence Policy of the European Union (CSDP) as a Possible Framework for Engagement of the Defence Forces of the Republic of Serbia in Multinational Operations." He is currently in the process of completing his doctoral dissertation at the Faculty of Political Sciences, University of Belgrade, titled "The Role of Corruption in Contemporary Armed Conflicts: A Case Study of Croatia and Bosnia and Herzegovina." During his doctoral studies, he was a scholarship holder of the OSCE Mission to the Republic of Serbia.
